WHAT CERT IS
Over 100 Licking County citizens are part of the Homeland Security nationwide volunteer first responders group know as CERT or the Community Emergency Response Team. Every CERT volunteers completes eight weeks of training that includes emergency disaster preparedness, first aid, communications, and good teamwork. Each month continuing education is provided that reviews procedures and practice scenarios. All CERT volunteers in the United States receive the same training. For example if an Ohio CERT member is on vacation in Florida and a disaster occurs, they can assist the local CERT. The prime directive of CERT volunteers is to assist local fire, police, and local emergency response agencies during a major event or disaster. At the present, the Licking County CERT volunteer group has 61 in number, and we will at least double our ranks by mid-year.
HOW WE WORK
CERT volunteers in Licking County are activated by the One Call Now system and dispatched to a location, then assigned duties within our training. This frees up emergency professionals, so they can concentrate on more technical tasks. CERT volunteers can also self activate, if they happen to be at the scene of an accident or disaster when it occurs. When emergency professionals arrive, we inform them of the situation and then assist them with light hazard duties. Such duties include crowd control, directing traffic, evacuations, and debris removal.
In times of non-emergency activities, such as large public events, CERT volunteers are used to manage large crowds. For example, we have been assisting in the H1N1 clinics to help maintain an even organized flow of people.
HOW WE ARE FUNDED
Grant funds are received locally to administer the CERT program that operates under Citizen Corp Guidelines and the Department of Homeland Security and under the direct guidance of the Licking County Office of Homeland Security and Emergency Management. These funds are used to purchase equipment, such as the backpacks filled with the tools necessary to mitigate disasters. Every trained member is given a backpack when joining CERT.
Even though we are funded and follow Homeland Security guidelines, our Licking County group has made the decision go above and beyond the government's requirements and form a non-profit group of volunteer first responders. It is our goal to be self-sufficient and self-sustaining. This will also allow us to broaden our volunteer outreach to help more citizens within the community in the event of ice storms, high winds, or flooded areas. We feel this would help us truly become more of a "community" response team.

We have honorable people, who are very successful in using their talents, as a whole, to help those who are in need during times of natural and man-made disasters.
